As Executive Vice President of Regional Operations, Jim Lubman oversees all regional operations and works closely with the Regional Vice Presidents to ensure State Fund maximizes opportunities throughout the California marketplace. Jim joined State Fund in February 2026 and became a member of the executive committee in September 2026. He focuses on creating business opportunities with more than 400 independent insurance agents throughout California, working closely with regional teams and leadership to maximize opportunities across the enterprise for both new and renewal business.
Immediately prior to joining State Fund, Jim served as the Marketing Manager for the Santa Rosa based George Petersen Agency where he was responsible for managing contacts within the agency’s markets and overseeing production across many lines of insurance. While in that capacity, he also served in advisory roles for several insurance carriers including State Fund’s Broker Advisory Council.
Prior to his work with the George Petersen agency, Jim spent twenty-one years with Zenith Insurance Company. At Zenith, he held several marketing and management roles and oversaw the Northern California Region for fifteen years.
Jim began his insurance career as a Property and Liability Claims Trainee with Industrial Indemnity. His career has included both technical and leadership roles in underwriting, marketing, and regional leadership.
Jim holds a bachelor’s degree in history from the University of California, Berkeley.
