Ethel Wang provides dedicated policy formulation and executive-level oversight to develop and implement a comprehensive and coordinated financial services program that will ensure the fiscal solvency and financial integrity of State Fund. She oversees Credit and Collections, Financial Reporting & System, Financial Operations, Financial Planning and Analysis and Finance Systems and Data Support.

She joined State Fund in 2005 as an actuary and soon moved to Finance in 2010 as Senior Vice President of Finance. As lead for State Fund, Ethel formulated the policy and developed the mechanism to monitor State Fund’s Pension and OPEB future liability, implemented Oracle General Ledger system in 2017, and revamped the planning and performance to plan process to provide insights into company’s performance and market trend in 2019. She maintains regular communication with the California Department of Insurance and State Controller’s Office, as well as external auditors.

Ethel has a well-established background in insurance, especially workers’ compensation. Prior to joining State Fund, she worked in the actuarial field for Argonaut Insurance and Farmers Insurance, on workers’ compensation as well as commercial auto and general liability lines of business.

Ethel holds a master’s degree in international economics from UC Santa Cruz and a bachelor’s degree of a double major in Mathematics and Economics from Wuhan University in China. She is a fellow of both Casualty Actuarial Society (P&C actuary) and Society of Actuaries (Pension actuary). She served two terms as President of CABA (Casualty Actuarial Bay Area Regional Affiliate Group) and had been on Actuarial Science Advisory Board for University of Pacific.
