Alvin Cheung serves as Chief Strategy Officer (CSO) at State Fund, reporting directly to President and CEO, Vern Steiner. Alvin leads enterprise strategy, financial stewardship, and long-range business transformation. As a member of the Executive Committee since January 2018, Alvin oversees the Enterprise Project Management Office, Enterprise Procurement, and Finance departments.
In his role as CSO, he drives long-term strategic direction and oversees initiatives that enhance efficiency, growth, and customer value across the organization. He also provides executive leadership to ensure the organization remains strong, stable, and well-positioned to serve California employers and injured workers.
Alvin joined State Fund in 2013 as Vice President of Financial Planning & Analysis (FP&A). Tasked with building the FP&A function from the ground up, he established the financial models, metrics, processes, and best practices that now guide enterprise planning and operational decision-making. As a key partner to senior leadership, he played a critical role in integrating financial strategy with enterprise planning and strengthening reporting and analytical capabilities across the organization.
Prior to State Fund, Alvin spent more than 15 years with CSAA Insurance Group in progressively senior finance leadership roles. As Director of Financial Planning & Performance Management, he oversaw enterprise planning, budgeting and forecasting, performance reporting, financial analysis, and the development of systems and methodologies that strengthen organizational performance.
With more than two decades of experience in insurance finance and enterprise strategy, Alvin is recognized for his ability to connect financial insight with long-term strategic planning. He is known for building high-performing teams, strengthening decision-making frameworks, and championing initiatives that advance innovation, efficiency, and customer value.
Alvin holds a Bachelor of Arts in Economics from the University of California, Berkeley, and a Master of Business Administration from San Francisco State University.
