Carol Newman has served as General Counsel for State Fund since October 2008.
She has more than 25 years of high-level corporate legal experience with private insurance companies. Prior to joining State Fund, Newman served as vice-president and associate general counsel for the Fireman’s Fund from 1998 to 2007.
Newman began her career in the insurance industry as an attorney for RLI Corporation in 1983. The following year became general counsel and eventually corporate secretary. Prior to this she served as an assistant states attorney in Peoria County, Illinois, and as a public service attorney representing elderly tenants in subsidized housing.
From 1986 to 1998, she served as general counsel for Interstate National Corporation and also rose through the ranks to become senior vice president and corporate secretary.
Newman received a bachelor’s degree in social work from the University of Illinois. She completed a year of graduate work in business studies at Bradley University before returning to the University of Illinois to earn her juris doctorate.
The General Counsel is responsible for all State Fund legal matters – including providing counsel and guidance to ongoing operations, ensuring the protection of State Fund’s legal rights, and ensuring compliance with policies established by the Board of Directors, and President. The General Counsel reports directly to the Board with an administrative reporting relationship to the President and CEO.
